Tolerances may be specified all plus or all minus, but are generally accepted to be all plus.  Out of section is the difference between the maximum and minimum diameter or across flats measured at the same cross section.

Machining Allowance

This is 2% per side on re-rolled round bar, taken from minimum permissible diameter.
